This repack is based on the English version of Custom Order Maid 3D2 v1.11 (Nutaku R18 version) which means it has the R18 patch preapplied.
This is a VANILLA REPACK, meaning there are no mods or uncensor preinstalled. You have to install them yourself if you wish. See the installation procedure for details.
I made a short guide to help you install and use this repack. Hopefully it will answer some of your questions and clear any confusion.

DLC content was indexed in the guide. Do a search in that list before you ask if the repack has whatever dlc.

It all depends on the type of mod. Some mods are original and have no dependecies. Other mods require dlc. These dlc could be japanese exclusive or even from the older CM3D2. So basically if you sort out the dependecies any mod will work. You should never install japanese dlc on eng version but you can extract the required files from that dlc arc files with SybarisArcEditor and use them as mods in Mod folder to fix the dependecies until that dlc becomes available for eng version. Mods that require CM3D2 dlc can be fixed by linking COM3D2 to CM3D2. Linking can't be done natively on eng version but there is a workaround. Or you can extract CM dlc as well. It's the same process.
All plugins that currently work on jp version will also work on eng version.
TL;DR no. not all mods work with eng version out of the box but they can be fixed if you have the required jp dlc packs and extract them as mods
