This game seems to require Japanese locale. I had to use locale emulator to open it.

I'm sure you don't need Japanese system locale. Just tested Current language for non-Unicode programs: English and it’s working without problems.

This link https://sukebei.nyaa.si/view/2378775 is the same game but in zip format and is still being seeded, for anyone who would prefer this release instead. The uploader is just using the wrong VNDB page.
