Getting “The program cant start because MSVCR71.dll is missing from your computer. Try reinstalling the program to fix this problem” error

I can’t even get the game to start.

I solved the issue. If you have the error I have or the one that TeaToasterBaginns had, you need to make sure you have MSVCP71.DLL and msvcr71.dll in system32 folder if you have 32-bit OS or SysWOW64 for 64-bit OS. Funny what CFFExplorer shows you.
